Allow members to assign tasks to other members

When a member is added to a project, the member can create a new task in the project, but can assign only themselves to it. When working on projects with teams, that heavily collaborate, but need one central place to see all project tasks, this feature is essential.
I would like to ask for functionality for members to:
- see who is on their team on the project, who they are also added to
- be able to make a new task in the project and assign the task to a peer
